Description	A United Nations translator was arrested yesterday on charges that he conspired with two others in a sophisticated scheme to use U.N. letterhead and influence to sneak unqualified foreigners, who paid up to $15,000 each, into the country. Vyacheslav Manokhin, a U.N. employee and Greenwich resident based in Manhattan, was accused of helping numerous non-U.S. citizens enter the country illegally by providing fraudulent documents so they could obtain visas to be admitted to conferences that didn't exist or that they didn't attend. Bail was set at $300,000 for Manokhin, a citizen of the Russian Federation, along with two other conspirators
